  • Tenders are invited for Data Collection for an Impact Evaluation - Strengthening Adolescent Girls- Land Rights Senegal The World Bank-s Africa Gender Innovation Lab (GIL) is conducting a Randomized Controlled Trial (RCT) impact evaluation of two interventions aiming at strengthening adolescent girls- land rights in Senegal. Women face many disadvantages in control over land. These gender differences start at a young age, with adolescent girls often excluded from owning and inheriting land. This inequality is linked to customs around marriage, with girls traditionally leaving their natal households to join their husband-s family. The World Bank Africa Gender Innovation Lab (GIL) will pilot two innovative interventions aimed at enhancing young girls' access to land, in the context of the World Bank Senegal Cadastre and Land Tenure Improvement Project (PROCASEF). This project will take place within the scope of a new legal decree in the country, which allows for the inclusion of multiple owners on a single land title. The objective, by intervening during adolescence, is to enable a change in women-s life trajectory and to prevent the formalization and exacerbation of gender disparities in land ownership as a result of the recent legal change. Both interventions target incentive structures for land surveyors related to adding girls aged 13-18 to land titles. Land surveyors are in charge of enumerating each household plot along with ownership rights for each plot (i.e., who should be listed on the title). The first intervention consists of a tailored gender training to enhance the intrinsic motivation of land surveyors to have adolescent girls feature on these new land titles. The second intervention targets surveyors- extrinsic motivation by rewarding those with the highest share of land titles featuring an adolescent girl at an exclusive award ceremony. As part of a rigorous evaluation of those interventions, GIL is looking for a qualified contractor to construct the survey sampling frame and then conduct a baseline survey of program beneficiaries and a comparison group. Approximately 4,000 households will be surveyed across 300 villages. Within these 300 villages, our sampling frame will consist of households that have at least one uncontested plot eligible for land titling and that have at least one household head daughter aged 13-18. This information will be collected by the survey firm through a listing of households within target villages.
