• Expression of Interest are invited for Mainstreaming Universal Accessibility in the World Bank's Urban Operations: a pilot support to projects in Senegal and Yemen. Mainstreaming Universal Accessibility in the World Bank's Urban Operations: a pilot support to projects in Senegal and Yemen The World Bank's Global Practice for Urban, Resilience, and Land (GPURL) is seeking for an experienced firm to support the implementation of the initiative Mainstreaming Universal Accessibility (UA) in Urban Operations. The initiative aims to support the World Bank-financed urban projects to adopt, apply and mainstream universal accessibility to urban planning and infrastructure design activities. Accessibility refers to the degree to which persons with disability can gain access, on an equal basis with others, to the physical environment, to transportation, to information and communications, including information and communications technologies and systems, and to other facilities and services open or provided to the public, both in urban and rural areas (UN Convention on the Rights of Persons with Disabilities or CRPD, Article 1). In practice, higher accessibility is achieved through universal design (or universal accessibility the term may be used interchangeably). By investing heavily in urban planning and basic infrastructure, the World Bank-financed urban operations provide an optimal environment for mainstreaming universal design principles and the initiative intends to capitalize on this potential by providing three types of support to the World Bank teams and clients, with the grant support from the Quality Infrastructure Investment (QII) Partnership: (i) introducing UA to clients and stakeholders, (ii) operationalizing UA in the bank-financed projects, and (iii) extracting lessons learned for scaling up universal accessibility in broader GPURL operations. Under the initiative, two pilot projects are selected for support as below. Senegal Affordable Housing Program Development Project. The Government of Senegal launched the Presidential 100,000 Affordable Housing Program in July 2021. The World Bank-financed Senegal Affordable Housing Development Project will support the initial phase of its design and early implementation. With its development objective to improve access to affordable housing for underserved populations and to enhance the efficiency of housing-related agencies, the project offers ample opportunities to incorporate universal accessibility in: (i) the urban land servicing and the planning process; (ii) design and implementation of basic urban infrastructure for the site (and off-site); (iii) policy development and capacity building for relevant agencies. Yemen Integrated Urban Services Emergency Project II (YIUSEP-II) Additional Finance. Yemen has suffered from incessant war and conflicts, which were exacerbated by the COVID-19 pandemic. The YIUSEP was initiated in 2017 and extended to YIUSEP-II, which was granted Additional Finance in 2021. The project aims to restore access to critical urban services and strengthen resilience to shocks in selected cities within the Republic of Yemen. The project invests in the reconstruction of basic infrastructure and services and urban roads including sidewalks and neighborhood streets, and public spaces and facilities are particularly suitable for introducing UA. With this background, the objectives of this consultancy assignment are to (i) enhance the awareness of Universal Accessibility (UA) among key stakeholders of the two projects; (ii) provide a range of technical and operational support to applying UA to urban planning and infrastructure subproject design of the two urban projects; and (iii) produce a series of knowledge product to help the broader World Bank operations to adopt and mainstream UA. The assignment includes three types of activities. Activity 1. Introducing Universal Accessibility (UA) to clients and stakeholders The Consultant shall produce awareness-enhancing materials such as UA slide decks, infographics or other visual materials explaining the concept of UA, its application, and good practices; and carry out workshops with two pilot project clients and stakeholders. 1) Producing UA introductory slide decks and infographics for different GPURL project themes, namely: housing, slum or neighborhood upgrading, urban roads and connectivity infrastructure, public facilities and space (e.g., parks, public markets) and post-conflict/disaster reconstruction. 2) Preparing workshop materials and delivering workshop sessions (virtual or in-person) to introduce the basic concept and application of UA and raise awareness about its importance as inclusive spatial planning; and to identify the clients needs, challenges, and priorities in implementing UA. Activity 2. Operationalizing Universal Accessibility in the Bank-financed projects The Consultant will provide technical support to two pilot projects in operationalizing UA, with different entry points and focus areas. 1) For the Senegal project, the Consultant will prepare a practical guidance note or how-to manual for the housing developers to design and develop housing and for the urban land developers to develop a housing site with UA principles. 2) For the Yemen project, the Consultant will develop a series of guidance notes for the reconstruction and restoration of relevant urban infrastructure and services with UA principles, namely: (i) urban roads including sidewalks and crossings and neighborhood streets and (ii) public space and facilities (including parks). Activity 3. Extracting Lessons Learned for Scaling Up Universal Accessibility in the WBG The Consultant shall gather lessons learned from the previous activities and produce a set of knowledge products showcasing the process of incorporating UA in the WBG projects. The knowledge product shall include: A Case Study Report of approximately 3-5 pages for each Yemen and Senegal project explaining the project context, support activities, outputs, outcomes, and lessons learned. A short video visualizing the engagement process and results from the two pilot engagement projects as well as UA introductory or awareness-raising content. The assignment is expected to be for the duration of 18 months between November 2022 and April 2024.
