  • Tenders are invited for Provision of IT Services as Part of the Predicto Project Provision of IT services as part of the PREDICTO project THE ALIMA SPIRIT : ALIMA's purpose is to save lives and care for the most vulnerable populations, without any discrimination based on identity, religion or politics, through actions based on proximity, innovation and alliance of organizations and individuals. Trust 6. Collective intelligence CARE - INNOVATE - TOGETHER: Since its creation in 2009, ALIMA has treated more than 6 million patients, and today deploys its operations in 12 African countries. In 2019, we developed 41 humanitarian medical response projects to meet the needs of populations affected by conflicts, epidemics and extreme poverty. All of these projects support the 11 national health authorities through nearly 330 health structures (including 28 hospitals and 300 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise where it is located, whether in their country or the rest of the world. Furthermore, to improve the humanitarian response, we are carrying out operational and clinical research projects, particularly in the field of the fight against malnutrition and hemorrhagic viral fevers. ALIMA is also carrying out operations in response to the covid-19 pandemic across all of our missions. OUR COUNTRIES OF INTERVENTION : Burkina Faso, Cameroon, Ethiopia, Guinea, Mauritania, Mali , Nigeria, Niger, Central African Republic, Democratic Republic of Congo, Sudan, Chad, Ukraine. OUR PROJECT THEMES : Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (hemorrhagic fevers, meningitis, Cholera, Measles, Dengue fever, Covid-19). Context of the PREDICTO project In 2020, ALIMA's total energy consumption (mainly due to the use of buildings and biomedical and non-medical equipment) was estimated at 336,682 Kwh (electricity), 786,283 liters of fuel (generators) and 27,978 Kwh (gas) for all of its activities, or 2,650 tonnes of CO2e. As the electricity produced is mainly provided by the fuel consumed by the generators, the NGO's energy consumption represents 17% of its carbon footprint. However, there is a margin of uncertainty of around 30% on this figure due to the absence of data or difficulties in collecting them locally. These difficulties include the absence of regular electricity meter readings, the lack of appropriate measuring instruments and trained logistics personnel, as well as the complexity of electrical installations in buildings, the management of which is often shared between ALIMA and its local partners. . Thus, the establishment of tools and procedures to measure, record, collect and compile a set of detailed data relating to the electricity consumption of ALIMA projects is of crucial importance. This data set would allow the organization to better assess the energy needs of its medical projects, identify the most energy-intensive uses and equipment and refine the calculation of the organization's carbon footprint. Furthermore, there is little or no data on the link between the energy consumption of hospitals in the Sahel, their greenhouse gas emissions, their activity (number of patients admitted/day, type of pathology, age, etc.) and the climatic variations of the region (rainfall, temperature, etc.). Cross-referencing this data would make it possible to establish predictive models that would enable health systems to best anticipate their energy needs based on these different variables and to take appropriate measures to guarantee continuity of care, while making savings. significant impact on their energy bill. The main activities of the project are, in 10 hospitals supported by ALIMA, to collect data on energy consumption, attendance at the various services of the structures and data on climatic variations in the areas of these health structures. Data on energy consumption will be collected using electricity meters installed at the start of the project. Data on attendance at the various health facility services are already collected by ALIMA and the Ministry of Health. We will collect existing climate data on the areas concerned from different organizations.
