The National Maritime Affairs Agency (ANAM) has obtained funds within the framework of its budget and intends to use part of these funds to make payments under the service contract (intellectual services), referenced C_DSM_042 , relating to the technical and administrative audit of the flag of the fishing fleet. 3. The services include, more specifically, all aspects of the Senegalese industrial fishing fleet and armaments, in particular: · On the technical, administrative and operational levels of the fleet : The selected consultant will: · make a detailed diagnosis and inventory of the fishing fleet, by type of fishing, by vessel and by ship; · carry out a detailed analysis of the technical, administrative and operational aspects of each fishing vessel to identify any malfunctions and the improvements to be made. · clearly identify the relationship between the ship and the shipping company. · On the economic and financial levels of armaments : The selected consultant will: · Analyze the financial statements of industrial fishing equipment companies, over the periods 2020, 2019 and 2018 ; · Evaluate the economic and financial contribution of the fishing fleet and armaments to the national economy; · Evaluate the tax and customs benefits; · Highlight the main aggregates of national added value generated, contribution to national employment and foreign exchange contribution. · On the implementation of recommendations The Consultant will have to develop an action plan, related thereto, necessary for improving the technical and administrative management of the fishing fleet, together with a planning of performance indicators and an implementation schedule. The mission will take place in Senegal over an estimated period of four (04) months. 4.
